provides a brief information on my background. My name in full is Pascalis Claudius alias Raphael. Human Resource management is my main area of interest. Since when I was in high school, I was always fascinated with people’s behavior, whether students or people in my community. I wanted to contribute to their well-being in ways that I know and can. The first opportunity came when I taught at a
secondary school
for two years. School discipline was assigned to me. Then I worked for a year as a trainee manager in a company having international connection. Every trainee manager was required to submit observation-recommendation of not less than 5,000 words at the end of the training stint at every department that he or she was assigned to according to schedule. About a year later I joined a semi-autonomous state government agency as a middle-level executive in the Personnel Department at head office. I have almost thirty years human resource-related managerial experience, first with the government statutory body (as stated above) and later in the private sector. While working in the government agency, I was responsible for the administration of salary and allowances together with non-cash benefits and incentives, employee travel and accommodation, employee wellness and health programs. I have good exposure to the preparation of HR-related working papers and their implementation after approval. Later employee discipline was also added to my list of responsibilities. I served in the training section for several years assisting the Assistant Secretary for Training in every aspect of the training function, dealing with external training consultants engaged from time to time, and external training providers. I was also responsible for submitting recommendation on the training needs of the workforce based on priority. When the decision was made to implement a proper performance management system, I was made responsible for its detailed implementation throughout the organization. This included giving briefings and conducting training workshops for managers and supervisors. I had worked extensively with people of diverse cultural background, capability and personality. Apart from consultants and external training providers, others include officers of government agencies, co-workers and subordinates. As stated above, I have experience in employment matters, in the formulation and administration of salary schemes, bonuses and employee benefits, performance management, employee wellness and health programs, formulation of HR policy manual, staff counseling and coaching, employee discipline, formulation and implementation of disciplinary rules and regulations, and employee training and development including induction training and (later) competency-based human resource training. I was extensively exposed to employer-employee relationships resolution activities as the result of a unionized workforce right up to the time of negotiating the collective agreement when the government agency's operations were privatized. I had also led teams and task forces relating to human resource and participated in human resource-related issues resolutions. Having held the position of Manager of Human Resource and Administration in a public-listed company with six subsidiaries, my believe in the importance of employees at every level in helping companies succeed in every area of business undertaking has become stronger. It was with this in mind that I helped to formulate, review and implement a group-wide Human Resource Policy Manual, oversaw theimplementation of on-line HRD system for the entire group, and headed a committee to oversee the implementation of general safety policies. Here, I also wish to put on record that presently I provide consultancy services in HR, career guidance and related matters. The funny thing is that I did not really know what I would become back when I was in the
primary school.
