Human Resources Organizations
include associations, organizations, societies, institutes, and business organizations with dealings or interests in human resource or provide services in HR.These organizations exist for the purpose of adding value thus promoting Human Resource as a profession. Their main purpose is to further the cause of human resource management. They make valuable contribution towards effective HR planning and how HR can contribute to the success of organizations. They also help advance governments' HR agenda by providing services that lead to better management of people. Governments have the national interest in mind when they formulate policies on human resource development. Let us examine how each of these organizations promotes HR. By HR we mean people, the HR department, HR practices and organizations promoting HR. HR Associations and Societies Human Resources Organizations in the form of Associations include those with which HR professionals or practitioners can register as members. These associations have the main purpose of helping members in furthering their profession in the HR field. They provide training and development programs, up-to-date information on HR, conduct research on HR-related issues, among others. Membership with these organizations enhances the position of HR people as experts in their field and allows them to compete with other professions in terms of importance. This helps put HR at par with the other professions. HR is becoming important by the day as a profession. Many companies had already decided to put HR as their most important resource to leverage their business success. Institutes These include educational institutes. These are Human Resources organizations that provide educational programs that lead to certification which in turn, helps people to engage in the undertaking for which they are qualified. Skill training is among the programs offered by such organizations.
Educational institutes make it possible for people to get employed or to get started in their own entrepreneur undertaking. We can classify universities, colleges and vocational schools under this category of human resource organizations. These have the heavy responsibility of developing quality human resource for the labor market. For example, the University of Michigan, Stanford University, among others offer educational programs in strategic human resource management. Some institutes accept apprentices under arrangements made with organizations that may take the trainees as full-time employees once they have successfully completed the required skill training programs. These organizations may have sponsored the trainees as part of their policy on corporate social responsibility or had arranged for the training with the intention of employing the trainees. In the first case, the trainees may decide not to work with the sponsoring organizations or companies. These institutes are either government-owned or operated by private organizations.
Business Organizations and Voluntary Organizations Human Resources Organizations are either profit-oriented or charitable bodies. Both types of organization now use strategies when carrying out their activities instead of merely performing administrative tasks. It goes without saying that business organizations want to get some return from their activities. The activities of these companies may include HR consultancy services, recruitment services, training services, employees or employers networking services, and HR outsourcing services. Non-profit organizations or charitable organizations provide services that are made possible by sponsorships from members of the public or grants from governments. Although these entities do not exist with the objective of making profits, they need to break-even. They can easily cease to operate if no financial help is forthcoming from somewhere. Their continued presence depends on a lot of goodwill and understanding by members of the public and government policy on human resource development initiatives. Both types of organizations need resourcefulness in order to continue operations. Both need capable people to achieve their objectives. It is clear that governments can further the economic agenda when they provide the necessary funding for education and training. Governments may need to continue providing grants to this type of non-profit oriented organizations. In addition, by putting in place enabling financial infrastructures, governments can assist profit-oriented organizations to continue providing HR-related services. Role Played by Human Resources Organizations It is fairly clear that Human Resources organizations play important role. They help in advancing the interests of people as skilled workers and increase the capability of organizations.
These bodies help governments in making a success of their human resource development plans. In the study "Creating a Strategic Human Resources Organization (2003)" carried out at the Marshall School of Business, University of Southern California, the authors (Edward E. Lawler III and Susan Albers Mohrman) "conclude that HR is at a crossroads, and will either have to face up to these challenges or become a marginal contributor to corporate success." This is a 6-year study on HR functions in large corporations on how they are "responding to the challenges and opportunities posed by the changing business environment." In the case of your organization, ask what is its position now as compared to that of five, ten or twenty years ago. Then take the necessary action accordingly.
